You see them every once in a while: the couple who is kissing and caressing each other in public. In general, we don't have anything against couples kissing and hugging in public.
Anything which goes beyond kissing and hugging, is subject to privacy and should not be part of public life. Especially this is true when you are in public places, where people are generally sparsely dressed like a public swimming pool.
It is also considered rude, when in a group of friends the couple excludes themselves via permanent cuddling and can no longer be addressed.
